Background
Various documents exist which describe road classification, hierarchy and geometric design, issued over time by a number of different authorities. These include Department of Roads, Department of Local Infrastructure and the Ministry of Urban Development. It seems the roads in Nepal are grouped into three road networks
The central road network CRN
The provincial road network PRN
The Municipal road network MRN
The CRN is the responsibility of the federal government, with technical responsibility the Department of Roads DoR, the PRN is the responsibility of the provincial government, technical responsibility the DoLI, and the MR is the responsibility of the municipal governments, technical responsibility the DoLI
